Who is this bland, timid guy who doesnt seem to stand for anything in particular? New York Times columnist Paul Krugman asked in mid-2011 after a particularly fruitless encounter with Obama in the Oval Office.

Behind the political motives lurks an obvious personal one for the president. The most forceful proponent of that get-it-done philosophy was Rahm Emanuel, Obamas first chief of staff, an arch-pragmatist who demanded his staff strip out any proposal that didnt stand a chance of passing, and viewed moral victories as a luxury Obama could little afford in a time of economic crisis.

But the massacre in Newtown, Conn., last month -- and Obamas pledge Wednesday to force Congress to act on an assault weapons ban, limits on high-capacity gun magazines and enhanced gun-tracking measures -- is forcing the innately cautious Obama to break that rule. For one of the few instances in his presidency, he now appears willing to burn political capital by pressuring Senate Democrats to vote for a measure that is likely to die in the House, a symbolic victory that sets the stage, he hopes, for more meaningful ones.

But that would require challenging Democratic leadership in the Senate. Any move would require the cooperation of Senate Majority Leader Harry Reid,Acs-educationcom? acs-education.com. an NRA-friendly Democrat who has successfully muted the gun control issue to help preserve a fragile majority. In ct, the flinty Nevadan owes his leadership in part to New York Sen. Chuck Schumer, a fierce gun control advocate who put aside his personal views on the issue to recruit gun-friendly Democrats like Claire McCaskill of Missouri and Jon Tester of Montana.

Over the years, Democrats have jokingly referred to what they call the Obama rule, enshrining the presidents practice of not forcing legislative action on anything, no matter how noble, that cant pass both houses.

Along with his tough stances on the debt ceiling, its part of a second-term strategy of calculated confrontation: Republicans wont negotiate with him, so he plans to marshal popular opinion to force them into action.

Still, if Obama follows through -- and many Democrats privately question whether he will -- it would represent a significant shift in his own perception of the presidency.

In his first term, the Obama rule prevailed. The White House, in tandem with a Democrat-controlled House until the 2010 midterm elections, cut complex, much-criticized deals on health care, financial regulation and the stimulus that liberals viewed as too small and too laden with tax cuts to combat the deepening recession.

But times and minds have changed. Obama aides credit his introduction of a going-nowhere-st jobs bill in 2011 to clarifying the presidents agenda and creating a concrete proposal to unite Democrats. More important, Obamas big 2012 win has convinced him, once and for all, that persuading and compromising with GOP leaders is pointless. The only way to force their hand is through public opinion -- and his approval rating stands in the mid-50s following the fiscal cliff deal.

The complaint by Democrats at the time: Obama was too focused on the mechanics of compromise to maximize the persuasive power of his office.

As Obama spoke Wednesday, he looked down on the parents of 7-year-old Grace McDonnell,education news. one of Adam Lanzas victims. The little girl loved art, and Obama hung one of Graces paintings in his private study following a memorial service in Newtown shortly after the killings as a reminder and a goad.

I think the president sees himself as a pragmatist, former Senate Democratic Leader Tom Daschle told producers of the PBS series Frontline for a recent retrospective on the presidents first term. Lets get through this. Lets be pragmatic. Lets not shoot for the moon and miss. Lets accomplish as much as we can, but lets do it with the certainty that we know we can produce by taking this a little more cautiously.

Reid seemed dubious about Obamas gun crusade during an interview with a Las Vegas-based PBS affiliate last weekend.

Obamas liberal allies have often counseled a more confrontational approach, urging him to force up-or-down votes to emphasize the contrast with Republicans and marshal public opinion on his behalf.

I intend to use whatever weight this office holds to make [the proposals] a reality, Obama said at the White House on Wednesday. Congress too must act and must act soon. Im calling on Congress to pass some very specific proposals right away. ... They need to bring these proposals up for a vote.

Reid didnt rule out a walk-the-plank scenario, but he didnt seem enthusiastic about subjecting vulnerable members to a dangerous vote either. Is it something that can pass the Senate? Maybe, he added. Is it something that can pass the House? I doubt it.

In reality, Obama has no alternative but to push ahead, given the magnitude of the Newtown tragedy and his emotional reaction to it. He has framed the gun issue as a moral imperative -- and cant abide inaction, not after the tearful pledge he made to victims milies.

But this isnt only a battle between Obama and Republicans. His expansive gun restriction proposal immediately ran up against potentially tal op Senate Democrats may act only narrowly on Obamas sweeping proposal, and House Speaker John Boehner says he wont act unless the Senate does.

That calculus -- a possible Senate thumbs-up coupled with a certain House thumbs-down -- used to be enough to deter the president from an all-out push. This is one fight House Republicans are looking forward to: GOP aides told POLITICO that the presidents push would most likely set up a confrontation with his own party just as he had successfully exploited fractures in the GOP.

It turns out that of the four melanoma apps studied, the most accurate one was not only the most expensive (costing $5 per image) but also was the only one to rely on the dermatologist to review the images. (In this case, just one of the 53 melanomas uploaded was incorrectly identified as benign.)

Look at not just the overall API but also the similar scores ranking. That will tell you if a school is doing better or worse than others with similar student demographics. Fox has a similar schools ranking of 6, which means it does about average (60th percentile) compared to schools with similar demographics. Cipriani, which has an API only a bit lower than Fox (895) has a similar schools ranking of 2, placing it in the bottom 20% compared to schools with similar demographics. And Green Hills in Millbrae has a virtually identical API to Fox (909) but a similar schools ranking of 10, placing it in the top 10% compared to its peers.

Follett Software announced a statewide adoption of its Destiny Textbook Manager software throughout South Carolina. Using the program, South Carolina officials will centrally track every state-owned K-12 textbook throughout the state, a figure reportedly topping 2 million books. The South Carolina Department of Education is piloting the program in five districts this ll and will begin the process of implementing it in all of the state&8217;s 1,150 schools starting this January, Follett said. The centralizDestiny Textbook Managered system will be maintained on servers in the state education department&8217;s office and will be distributed statewide via the web. The primary motivation behind the project is to ensure that all students have access to the textbooks they need, according to Jim White, the state&8217;s manager of instructional materials. &8220;While some districts in South Carolina are already using Destiny Textbook Manager, the state felt that a centralized implementation would make the program affordable for all districts,&8221; he said. In addition to Destiny Textbook Manager available to all schools via the web, the state also will provide every school with bar codes and a bar-code scanner to use in tracking state-owned books. South Carolina is also hoping to reap some savings by reducing the number of lost textbooks, according to White. &8220;By state law, local districts are responsible for textbook loss and damage, and they bill students to recover their costs,&8221; he said. &8220;Although some schools have very good inventory systems in place, others don&8217;t. We believe our new system will help all schools and districts keep better track of materials and recover fees when they&8217;re due.&8221;
